National Environmental Policy Act (NEPA), Endangered Species Act (ESA), and Other Environmental Regulations

One of Copperhead Consulting’s primary services is to provide support to our clients in the environmental permitting process. Our staff is knowledgeable in federal, state and local regulations, particularly as they apply to natural resources and the National Environmental Policy Act (NEPA). We maintain excellent relationships with natural resource agencies and regulatory staff, and provide cost-effective preparation of regulatory documents and other NEPA materials. Regardless of the project, we work with our clients to streamline the permitting process.

Our staff has provided surveys and guidance for projects dealing with all phases of NEPA, from small Categorical Exclusions (CE’s) to larger Environmental Impact Statements/Record of Decisions (EIS’s/ROD’s). Our staff has prepared Section 7 Biological Assessments (BA’s) for potential impacts to endangered species resources associated with surface mining operations, transportation projects, barge loading facilities, and Department of Justice activities. Our biologists have worked closely with clients and federal agencies to conduct research needed for the completion of Section 10 Habitat Conservation Plans (HCP’s) and coauthored HCP documents written in support of incidental take permits. Due to the reputation of our staff, we are often asked to advise U.S. Fish and Wildlife Service biologists as they draft biological policy and Biological Opinions (BO’s) dealing with federally listed species with which we have recognized expertise.
